As long as your credit score meets FHA guidelines you should be able to. There are two great programs available now for first time buyers: CDA and FHLB. Only certain lenders are affiliated with these grants, please feel free to contact me so that I can go over the basics with you and put you in touch with a lender offering the best interest rates and these programs.

This question is best answered by your chosen professional banker or loan officer that can review your entire loan application. Although a 640 score technically qualifies for an FHA loan product, there are MANY other factors that must be considered before a definite answer can be given.
I also think it is problematic to quote a rate with your limited information here in your question. Rates have gone up rapidly over the last week or so, and without knowing your time frame, to quote you a rate is irresponsible.
4.375 is definitely available, and if you can qualify for that rate, then you may be able to get it.
