They aren't doing a bait and switch,......if you look at a lot of companies that do contests, there are certain states where the contest cannot be played because of state laws.

I'm sorry your state government decided that it was appropriate to discriminate against those in NJ. I'm sure they had their reasons (perhaps protecting their citizens' privacy?) as did several other states and Puerto Rico. NJ blocks participation in a lot of contests. I often see it on photo contests.
The Zillow statement was : "The sweepstakes is open to all eligible legal residents of US/DC (excluding AK, HI, MI, MN, NJ, RI, PR)."
Bait and switch is advertising a lower cost product or service and then switched to a higher cost product. As there is nothing being sold here, I'm not sure how "bait and switch" applies except to express your frustration.

If you read the contest rules, there are some states where this type of contest is not legal. If there's a problem, it rests with the laws of the state of New Jersey. Perhaps Governor Christie can help you out.

I cannot enter the win a home contest you sent me as you do not list the state of New Jersey.
This is considered discrimination against the residents of New Jersey who you sent the e mail to, likened to bait and switch add.
