There shouldn't be anybody living there unless it was just purchased. If there is somebody living there, and they did not just purchase it then they are living there illegally. I wouldn't feel bad for evicting them, as they have already been evicted.
Plus it may not even be the owner. The news has reported on squatters and homeless people taking over foreclosed houses.
I would contact the listing agent immediately and tell them what you saw. Their info is available on the listing website "see foreclosure details," above.

I drove by. Looks like someone lives there. How do you buy ?? I do not want to evict anyone.
