The appraisal process is not what it used to be. The lender no longer has a choice with who they use for an appraisal. It could have been someone from another area who is not familiar with your area and uses different methods to establish the price. If you feel strongly that you have been "lowballed" find a local company and have your own appraisal done. I guess the question would be; Why did you need an appraisal? Is it because you are selling or buying?

Yes and no.  You can appeal to the appraisal management company, or get another appraisal done yourself... but generally the chances of an appraisal being changed are slim, unless you can show the appraiser blatantly ignored something of value.
