If there are two Zestimate, it means one property entry was manually created and the other one created from public sourced data (including sales history and tax history). Zillow will delete the one without the sales and tax history if you flag it.
The Zestimates tend to be different because of lack of sales and tax history on one of the entries, even when all the physical home facts are identical.
