Is the 4th bedroom on the same floor as the other three bedrooms?
If the 4th bedroom is located on the lower level (basement) it must be legal and permitted. Check with a realtor in your area and/or county for details.
Upgrades, like kitchen, bath, new carpet or hardwood floors - no matter how expensive - do not show in the county records.
Most counties record only improvements like a sunroom, deck, or garage, if you have a permit and improvements were done legally - check with your county as every county has different requirements.
