The key to getting the most from your home is to keep your home well maintained. Professional Realtors will be able to spot this when they are showing your property and it will be an excellent selling point.

If the home needed a new roof, of course it would increase the value.
One thing to take into consideration is the Home Owners Insurance cost would decrease because of the new roof. Saving money is good for all homeowners!
If the home is to be put on the market soon, the owner more than likley would have to take care of major problems. A bad roof would show in the inspection of the property. Let's don't forget if the buyer is getting a loan, then an appraiser could call for a new roof. The new owner would want the home to be Insurable and the roof would come into play again.

Why should anyone wait until the last minute to fix a major problem? Take the pressure off of homeowners and do a great roof repair such as JUmoon mentioned.

Pretty much any improvement is going to improve the value of the home. This, however, is very different from saying that you will get out of the improvement what you paid for it. Will you get more for your house than you would of with the bad roof: yes. Will the difference in price pay for the roof you put on: almost certainly not.

Any improvement can increase the value of your home. However, remember that the value of your home is really dictated by the market/buyers. For that reason, it's important that 1) the improvement is one buyers will recognize and be willing to offer more for and, of course, 2) it is a worthwhile upgrade (i.e. the roof needed to be replaced). A buyer may very well be willing to offer more for your home as compared to a similar home in need of roof repairs.

I would think that if the roof was not in too bad of condition that the smartest and most cost effective item would have been to have the roof cleaned by a professional that uses very low chemical pressure which would remove all the algae and spore stains and leave your roof looking new  asumming that there was enough economic life left in your shingles. I can gaurantee that stains do not reappear for a minimium of three years. I am located in an area with high humidity and heat which produces these black steaks which is called Gloeocapsa Magma.
A new roof will be of an added value but is really part of your maintenance just as maintaining your HVAC system and having your house painted every so many years or having your home power washed. A new roof will enhance the wow factor when a potential buyer does look at your home compared with other homes that may not have a clean or new roof.
