Good day,

You can switch lenders at any time unless of course you have signed final loan documents and the loan has funded.  If you are asking if the appraisal can be transferred to another lender, that is another question. As long as the appraisal was ordered through an appraisal management company (AMC) it can often be transferred to another lender so that you won't have to pay for another one.

For a purchase, with or without forms signed, you can switch lenders at any time prior to signing the NOTE.  On a refinance you can still switch lenders after you sign the Note if you properly exercise your Right to Rescind.

Does it cost you anything to switch? ...Depends.
