It is effective for any homes purchased after Jan1 2009. It is not a $15,000 credit however. It is 10% up to $8000. There are income restrictions as well.

The current proposal is that the $15k credit will be from the date it goes into law (i.e. is signed). Look for more details after they vote it.

The purpose of this is to stimulate purchases, not to reward purchases that were made without the expected stimulus.
