The bank is not a real estate agent. If there is a house that is in pre-foreclosure and is not listed for sale, start with the homeowners. The term is misleading because you do not own a home until it is paid for. Let's call them borrowers of record. The people responsible for making the payments every month. If they are in a bind and will be going into foreclosure soon, now is a good time to evaluate the situation. You need someone in your corner to help you navigate. If you are trying to do it all by yourself there is a learning curve. You may have to make several offers and go through the process a few times to get the hang of it.  If you have more specific questions post them. A lot of us here are for your benefit. TO HELP YOU.

You can go to the Registry of Deeds and find out who holds the mortgage, then you can call that lender and ask for the REO department. Unfortunetly the odds of you getting any answers from them are slim to none. The house has to go thru the proper channels of foreclosure, then you may see the house listed (if no one buys it at auction) in a few months. Hope this helps.
Keep in mind Foreclosures are "Buyer Beware" it is an as is sale!

The foreclosure process needs to be cpmplete before they can resell it. Then it will come on the market with a foreclosure agent
