Yes it is but you need to co-ordinate the action effectively. You can get your loan underwritten for an amount you expect to buy for (better to get an approval a little higher than you expect to buy for) and then you will only need an appraisal and title when you sign your purchase agreement. If you make an offer in the next couple of weeks, and it is not a foreclosure or short sale, you probably can do it by Sept 1.  

Finding can take time.  Have you started a search?

Are you prequalified so you know what down payment you have and how much you qualify to borrow?   Do you know where in the NY area you are interested in buying?
