If the rights are conveyed with the property, it will increase the value.  Speak with a local Realtor who has worked with property like ythis in the past.  There are a lot of factors to consider.

You need to speak with a real estate attorney or an Realtor that specializes in land that includes mineral rights.  In Texas, Mineral Rights don't automatically convey with the sale of land.
