If it is beneficial to you to refinance again and it is a rate/term refinance there is no waiting period at all. For cash out refinance it is usually 6 months but not always. If you have held title for over a year then it should be no time limit for both.

I'm not aware of any waiting period for refinancing a conventional loan. Your last mortgage broker or banker most likely will not be able to do it because he or she will be charged back for the lender credit you received, but that will not affect anyone else doing the refinance.
