This requires close cooperation of the design team, the architects, the engineers, and the client at all project stages.[1] The Green Building practice expands and complements the classical building design concerns of economy, utility, durability, and comfort

I recommend looking for a home that meets this criteria.  Usually a lot of newly constructed homes take this into consideration but buyer be ware as it does not necessarily mean that it meats or means that it is completely Green.

Maybe the best thing is to find a house that has a solid base to it. Then you can always get a mortgage to install many energy efficient items to help make the house you want as energy efficient as possible.

a couple words to key in on would be "Stretch Code" and/or "Green Built" (both are the same thing).
Many towns have adopted whats called "stretch code" into their standards (you can call to find out some towns near you who might have adopted this). It provides for things like extra standards that go above regular codes in that include pressure testing, added insulation, foaming, % of stale air out VS fresh air in, energy efficient lighting, appliances, etc., attic hoods, and many more things.
