The banks always work through a realtor to list the property on a MLS type of system.  You don't have to have an agent to buy. Since the listing agent pays the commision, it might not hurt to have your own agent.  It is alot of work to buy a foreclosed property.  Nothing is easy.  Homes that foreclosed always have issues because the previous owner quite obviously didn't care about the home anymore or their credit.

Best thing to do is find a local Realtor who can assist you with the process.  If it is foreclosed and being offered for sale by the bank - the bank more than likely has it listed with a Realtor.  The bank will not deal with you directly.
