Your property taxes are based on the value of the property at the time you bought it. An appraisal for refinancing has no effect on assessed value.

If a home gets appraised, does that mean property taxes will go up?

No.

A county agency bases your taxes on their 'assesment; value' of your home. Things that trigger a re-assesment are a transfer or change or ownership of the property, among other things....

Sometimes a city or governing body will request to visit your home to determine a value to base your property taxes on.  This could impact your property taxes.  If you request an appraisal from an independent appraiser, this should not impact your property taxes.
