No such thing as 'implied" in TX contract.  You insert it under special provisions.  remember that you need to specifiy that you can terminate the contract if the property is not in the same condition as of when the contract was executed or the seller agrees to remedy the situation to your satisfaction.

Lots of stuff can happen when sellers are in the process of moving out.

If you paid attention to ZMM, rates have been going down all day today; and likely will continue to go down through the end of the week...  The low of the past several years up until what happened this past summer was Thanskgiving weekend 2009.  Black Friday and the day after are lenders looking for loans to write up.

Next Monday is a different story, but so what?  Median 30 year fixed quotes are at 4.3% now and heading down, and they were averaging about 5% last February through May.

Low rates mean only one thing... Housing prices are still being artificially held up by government subsidies, and when the subsidies are removed, housing prices will fall, putting many more borrowers underwater again.

In OH, a final walk through is not implied.  The language must be inserted in the contract that a final walk through will take place at a certain time, such as 3 days before closing.  You should ask your agent what the requirement is in Texas.

Regarding interest rates, this is a great time to buy a home, because the mortgage interest rates are still historically low.  When something happens to the interest rates, it will likely be an increase in the rates.  But, no one knows for sure or when.

The final walk through inspection is done for the protection of the buyer.  The purpose is to make sure that any agreed upon repairs have been made, and that the property is in the condition stated in the contract (usually vacant and broom clean)  Another reason is to make sure that nothing has happened to the property since the home inspection took place - if there is new water damage, for example, a buyer has time to negotiate a remedy with the seller before the final documents are signed. 

Recently, I went to a final walk through inspection to find that a hot water heater had leaked water all over the house (this can happen when a house is left vacant for a long time and the pressure relief valve is not properly installed)  In this case, the damage was in the thousands.

That is an extreme example, but in all cases it is worth the extra hour to walk through a property immediately prior to closing to confirm the condition of the property that is changing hands.

Question 1 - In the standard contract ( paragraph 7. ) used by real estate agents in Texas you have the right to do an inspection at reasonable times up to the time of closing.  You can call the last inspection a final walk through.
