Williams and Williams is a company that specializes in auctioning distressed or foreclosed properties. Clearly the basement in this home (judging by the photos) has had some amount of standing water and you would need to rip out the paneling and sheetrock to correct the problem.

If you are considering bidding on this property, I would recommend going to one of the scheduled Open Houses and if you are still interested, come back to a second Open House with a qualified inspector. Obviously you won't be able to do an invasive inspection, but you will get a good sense of what needs to be done to correct the damage. 

 Also if you go, try and get a look at the furnace to see if there is water damage.
