Zillow calculates each house individually using quite a few different factors in their algorithm. The computer doesn't know the houses are identical. It does know however, that your neighbors payed slightly more in taxes this year and substancially more last year. My guess is that contributes to the zestimate difference. In the end it really matters little on the actual value of the homes, if at all.
I am truly so sorry for the loss of value on your home, that is heartsinking to see. I hope the values rise eventually.

Incorrect ZEstimate
There are two identical homes (same as my house) next door, built same year in 2007. (http://www.zillow.com/homedetails/1720-27th-St-Sacramento-CA-95816/79551542_zpid/ and http://www.zillow.com/homedetails/1724-27th-St-Sacramento-CA-95816/79564119_zpid/). Both have zestmates at $268K.
Why is my home 27K less?
