Do appraisers inspect a home as in depth as a person inspector? Should you have a electrician and plumber give a inspection and give to appraisers is this the process?

My husband has been appraising for over 30 years. He is NOT a home inspector. There are certain things he must check to make sure they work but they are basic. The appraisal is ordered by the lender through a middle company to determine if the property is worth the sale price. The appraiser deals in comparison sales, square footage, lot size, location,etc. Depending on the loan type, he needs to check whether the heat and a/c turn on, certain appliances work, if there is chipped paint, etc.He doesn't check the foundation, the electrical box, or many other things.

A home inspector is the person who inspects the home and supplies you with a report on defects. 
 Google ASHI, CREIA and/or NACHI to learn more and find home inspectors.

The appraiser is simply trying to determine the current value of the home, not to inspect like a home inspector.  If something out of order is noted, an appraiser can and will make comments in the appraisal report. 

A home inspector will look for anything and everything that is wrong or could go wrong with the house. This report is different than an appraisal and should be used to determine the soundness of a home.  This report is not seen by an appraiser.

This is like comparing apples and oranges.
The appraiser is there to assess the value of a home.
An inspector is there to investigate the physical condition of a home. Sometimes people bring in specific additional inspectors such as electricians or plumbers to investigate further if there is an issue brought up in a general inspection, but normally unless it's required by a lender, that is not given to the appraiser.

Appraisers are not inspectors, any more than customs officials are quality control officers.
