For an equivalent house and lot size, location can affect the price dramatically.   Most often, the centrally located house has a higher value.

I guess that depends in what state you live in, Here in Knoxville,Tennesse the price of a house has nothing to do whether is within the city limits or not. As a matter of fact, a lot of the most expensive houses are located outside the city limits.

We had our house appraised, and in my mind it was on the low side. The appraiser stated in The Legal Description that our house was not in any city limits. We live in a small town of 1,2000 and I am retired but my wife only drives 7 miles to her job. Gas prices does not matter in our case. By living inside the city limits we have a police department, fire department, and ambulance service,sewer department. I would like to know if by living in inside the city limits, with all I listed, make house worth more than if it was in the county?

Yes, the further away from the city you get the lower the prices go. That is because most people want a shorter drive to town and it costs more to drive further to get home.

Then again it depends on how you look at it.

If you see a house 100' past the city limits with a 15 mil lower tax rate it is more valuable. You might save a few thousand tax dollars every single year.

If you want to live in the city close to everything inside the city is more valuable.

If you look at the cost of gas including that in your buying decision the property outside of town could have a lower valuation but a higher monthly price.

"Should you consider the price of gasoline both today and tomorrow when buying a house? I say yes. See why inside."

If you read that link you can see how the further from town you get the higher the real purchase price can become.

I expect in a few years the closer to the city center a house is the more valuable it will become based solely on higher fuel prices.

If you hate city living then an out of the city house is priceless. You could not pay me enough to actually live in a city. It does come down to preferences.
