You have to define what you mean by a "good" neighborhood. Technically, fair housing laws prohibit us from making judgment on communities whether favorable or unfavorable.
All it takes is one bad home in 10 to give a community a "bad" reputation. An eviction, police raid or breakup will make the huge difference. On the other hand, a community can be changed overnight by that same household moving into a "good" neighborhood.
In either case the agent who makes the evaluation is open to civil and criminal sanctions, which could include loss of license and prison, under a myriad of state and federal laws. Note that NJ State anti-discrimination are among the most comprehensive in the nation. The only unprotected classes are nerds, jocks, geeks, and partisan political affiliations.

Working class with good neighbourhood, next to Forest Hill with great walkable area. Soon this area prices will increase steadily as economy grow.

Is buying a new house in North Broadway a good area?
