Yes, there are several options in Utah. USDA Rural Housing is one of them that is extremely popular. There is no mortgage insurance with this program. You can also use Utah Housing loan it offers 100% financing with a first and second mortgage. Some info can be found here www.va.gov Several cities and counties have grant money to help out first time homebuyers. This can be attached to almost any FHA loan to get you nothing down.

USDA, VA, or FHA plus bond money (if your state offers it).  There may be local or community down payment assistance money available, however, I am not certain what you state offers.

Unless you're able to obtain financing for a VA loan, the 100% option is gone.  You can have a family member gift your down payment for an FHA loan, but if you seek a Conventional loan, and you're a first time homebuyer, you will need 5% of your own money to close on that type of transaction.
