Is it a good idea to build a granny or inlaw secondary dwelling unit?

I  live in Livermore CA, and I am considering building a secondary unit for my sister to move into.  Will this cause them to totally reevaluate my taxes on the property, or will they just add in the taxes for the new unit?  Will this make it difficult to sale my home? Our local real estate people do not seem to know much about this.

You need to start with Livermore building department to see if a second living unit is legal in your neighborhood.   

CA taxes are such that with remodeling and additions they add on taxes (due to Prop 13) but don't start from scratch.  You can call the county assessor's office for more precise details.
