Is it common for an HOA to Reply with Unknown For Vacancy Rate

I know many lenders will not lend on a complex where the rate of non-owner occupancy is 40% or more or vacancy rate. So, how can a Florida HOA representative tell me out of 218 units, "I will just answer the question as unknown "?

built in 2005

the condo bldg next door one owner owns 29 of the 30 units.

4 of the 30 units in subject property are in default

Although, Wells and another Chicago Bank did a loan for some borrowers there.

Bad deal or opportunity for future appreciation?
