Yes you can purchase a home warranty on a bank owned property as a matter a fact i recommend it.

I know for a fact that HSA Home Warranty will sell you a warranty on a bank owned home. They usually work through Realtors/Brokers but you could probably buy a policy directly from them as long as they have service in Atlanta.

Yes, many buyers to get this and the banks usually will pay for it since it is in their interest to do this.

Yes, you sure can!  In fact, if you ask for it, most of the time they will pay for the warranty.  It's a good idea anyway, since the banks haven't lived in the property and usually will not provide a disclosure notcie.
