Is it typical in Fl for a sales agent to charge a transaction processing fee?

Is it typical in Fl for a sales agent to charge a transaction processing fee?  It seems a little bit like gouging for something I don't need them to do.

An excerpt of the broker's disclosure is italicized below: 

Transaction Processing Fee - A transaction processing fee of $295.00 will be charged to Client and paid to Broker at closing. This fee covers the transaction management, storage of data, and maintenance of records for the period of five years, as required by law. This fee will appear as a cost on the settlement statement. Should a document be needed during this five year period after closing (or up to seven years if a dispute arises during this time), please contact us for a copy.

When I lived in Florida (10 years ago) I worked for Coldwell Banker and i know we did. So possibly yes. We don't charge a fee here in South Carolina.
