Wikipedia: Tax Abatement

It is not done to "increase tax" in the future; it is done to encourage people to come and/or stay.  Yes, total tax revenue is part of that as you don't collect any taxes if you have no businesses and no people.

And tax assessed value has nothing to do with sales price nor listing price.

good for the person who lives on the property the years the abatement was done- not good for the person who buys the house after the abatement unless you appeal the taxes, so it can be current market value.
