The other reason is that the model is there to showcase the Builders work and the intention is to attract Buyers and then build them a home specific to their desires. The model home typically is designed to sell when the project/development is filled up.

I have seen that too, but I agree that it is about price. Many models have every upgrade possible. You have to pay for them even if you wouldn't have ordered them.

In my experience, it's because they are priced too high. The builder wants to recover the cost of all his upgrades and many buyers don't value them as a "package."
Kind of why the luxury editions of say, the Nissan Titan at $43K, don't do nearly as well as the basic model at $28K.
