I know your post is old but just in case you are following it I will respond.
Yes you can however most programs these days require use of an Appraisal Management Company. So, providing the list to your loan officer may accomplish very little. When the appraiser visits your home you could provide these to them but you should not try to influence them to appraise the home for a certain amount. That is loan fraud and is illegal in the state of Ohio.
My opinion is an appraiser is trained and certified at finding the right comparable sales to support the homes market value. They have to use what they learn in school and their knowledge of what lenders expect to complete their appraisal. Leave it in their hands.
