Is there any way to refinance an investment property with only 10% equity?

The property was underwater, but a recent sale of an identical unit across the street was 10% over my mortgage balance.  The mortgage is not Fannie, Freddie, or FHA.  Currently on a 7% interest-only.

if you have equity in your primary residence and want to pull cash out to lower the principle balance on your investment you can go that route.
