Is there negligence on this transaction?

I was pre-approved to purchase a home.My Agent & I made an offer.The Seller's Agent,my Agent & I all agree at a certain amount.We made a contract.Everything's done as per contingency period.I signed to Chicago Title,gave the check for the down payment & closing cost.Now when the lender wired the money to Chicago Title,it was held by OFAC's Homeland Security.When I asked why, they initially told me that I was randomly selected & it'll take 24-48 hours for clearance & then it'll be recorded & I can move in to the house.But 48 hours later, no clearance yet.So I asked my Lender,Chicago Title & my Agent what's going on.Because I've been charged of interest & county taxes since the day I signed & issued the check, but 48 hours later, I'm not yet allowed to move in to the house coz it's not yet recorded under my name.  And all they say it to wait, & there's nothing they can do about it.Then 4 days later, they're still not doing anything, & they keep on telling me to wait, coz it's Homeland Security & there's nothing they can do about it.And this time, they say that it was my name that triggered the agency to hold the transaction.Now it's a differednt story. So I did my research.I found out that it's going to pop a red flag during credit report/score if an applicant is a suspected "hit".So if they did it correctly, it could have been prevented.I also found out that they can email the agency to verify the status of ongoing wire transaction.But they did nothing but to wait, until I sent them an attachment that they could actually email them to know what's going on.So they did.  And following day of sending an email,we got the clearance.But a lot of things happened in between those 4 days of waiting.I've spent extra on my apartment coz I was supposed to leave, etc.Now was there negligency on my Agent, my Lender or Chicago Title?
