Hope it's a primary residence if you want to cash out with any sort of reasonable interest rate. The other answers here and lender suggestions are great, but I just did the research for someone on a investment property and came up short.

You have 2 issues with Fannie
1. Finding a lender that doesn't care about the property being listed. The truth is that being on the market is a servicers overlay not a fannie mae guideline.
2. When the property has been listed for sale the max LTV for cash out is 70%. If you are looking for an LTV of greater than 70% Fannie and likely freddie are not an option.
