Have you checked to see if your current mortgage qualifies for HARP 2.0?  The first step will be to confirm that either Fannie Mae or Freddie Mac holds your loan, which you can click either Fannie Mae or Freddie Mac (if Fannie doesn't hold it, then check Freddie).  If it does hold it, then was it done prior to May 31st 2009?  Also, was there any late payments on your mortgage payments?  This could pose a problem with refinancing because many people went he route of loan modifications, and to have their loan considered, then they were told to miss their payments; thus potentially eliminating their potential to refinance.

There are a number of good lenders whom can assist you with this program (myself included).

I can help in California, there is no maximum Loan to Value to be eligible in HARP, as long as you can get the approval from either Fannie Mae or Freddie Mac for your scenario, there will be lenders willing to do the new servicer version of HARP loan for you.
