I believe you have a great plan. Just understand mortgage interest rates change often. Too often these days. The other variable is your credit. Make sure it is as good as it can be. This is extremely important. I hope this helps.

It's probably too early to get pre-approved, but it's not too early to make sure that you're not going to find any "surprises". Things you might consider doing...
You're allowed one free credit report from each of the three agencies, now would be a good time to ask for them. You never know (until the credit report is pulled) what might have been put on there. Also, make sure you get one from each of the three (TransUnion, Experian, and Equifax), as they each keep seperate records.
You're going to need a mortgage broker eventually, so start talking to them now when you're not under pressure to "get it done now" (sort of like looking for a job while you still have one...always seems to be easier). This will give you an opportunity to find someone you're comfortable with now, and feel comfortable about walking away from someone who you don't click with without a time crunch pressing on you.

It is never too early. Start with a pre-qualification for now, and then when you are closer to being ready to look at houses you can do a pre-approval.
