May a licensed loan officer/broker in one state pay a referral fee to the same such party in a diffe

Are broker to broker referral fees acceptable from brokers in different states?
If a Ca broker who is not licensed in Ariz refers a loan, may the Az broker pay him a referral fee for the business?
