However in the top 50 Quality of Living cities there are none from Latinamerica, they appear in the seventies. Why are there none in the top 50 if the living there is so great? An awful lot of people from Latin America that want a green card and want to move to Europe or America. I am not sure I would want to move out of the US to go where so many people want to move away from. Just a thought.

How is Uruguay different or better than, for example, Costa Rica or Panama since they seem to be such a hot pick for Americans now? (I'm not advocating either of those countries because I think their governments aren't as strong as people think but it's just an example)

Anyone thinking of buying in Latin America might want to look at www.mexicorisks.com   It is specific to Mexico but I suspect that similar issues exist in other Latin American countries.
