Mortage Estimator Bug?

On the mortgage payment estimator the line for the taxes never equals the last year property tax divided by 12, or anything close. 

It seems random at best on how much it covers.  For example, the house I am looking at averages just over $2200 a year in property taxes and Zillow estimates the monthly taxes to be $119, or $1428 for the year.   Or a house down the street, the yearly taxes are about $1750, but Zillow estimates the monthly taxes at $125 or $1500 for the year.

Why isn't the estimator closer on the taxes??
