Is it true in the state of Texas both you and your spouse have to be on a mortgage loan?

No that isn't true. Your spouse will be on the deed though. Both spouses have to be present at closing even if the mortgage is only in your name.

TX is a spousal state, which means that the spouse doesn't have to be on the mortgage but does have to sign closing docs.

You can't refi or take out a new loan without your spouse being present even if they're not on the loan.
