Basically, the cost of living in CA is pretty confusing. Generally speaking our gas (for cars) is more expensive, but our groceries are cheaper. Your electrical bill might be comparible to where you live now because the ACs run a lot in Phoenix from what I've heard.
Traffic is pretty bad during "rush hour." Schools range from ok to excellent in the OC. CA property taxes are very low (1.25%) compared to most other states. When you factor in the purchase price, however, you can see why that is :)
