if you currently have FHA,VA,USDA insured loan. you may have options without value cosideration.
Based on your numbers 288k to 300k is just shy under 105% ltv. you may qualifiy for the new Fannie mae and Freddie Mac refi+.

Unfortunately you are probably going to have to wait for value to increase. The new Gov't announced "Home Affordable Refinance" program will be rolling out any day now by most lenders. You can get info by going to www.fanniemae.com or www.freddiemac.com. This program allows for refinance of up to 105% of your home value. If your value comes in just a little higher than $290K you may qualify. Let me know if you need more details.
My current home value is less than the existing loan amount. I want to refinance, please help.
