If you apply for a replacement, the USCIS will send you a confirmation that you have done so. This confirmation from the USCIS will be good enough until you receive your replacement. I have had a similar situation before and this was the solution.

He is a permanent resident alien with refugee status. The card was misplaced, not revoked. The issue is time: it can take up to 10 months for the replacement card and we would like to buy now to take advantage of the first time homebuyer tax credit.

Just reapply for a new or duplicate card. Go to INS web site or call Citizenship and Immigration Services (USCIS)
at 1-800-375-5283. You will need to pay a $290 base fee and biometric fee of $80.

I am not familiar with the I-94, since he has lost his green card he may still be able to obtain a conforning loan if he is still a Non-Permanent Resident Alien (NPRA). NPRAs are underwritten with the same terms as U.S. citizens provided U.S. employment will have an expected continuance of 3 or more years from the date of applciation.
It is best if he has a H-1B, H-1C, L-1A or L-1B visa. For E, G or P visas they are considered on a case by case basis.
If he is now just a foreign national he willnot qualify for a comforning loan; if he can get a loan he will need to put at least 35% down.
