My landlord did not pay tree company that was doing work after Huuricane Sandy and the Nor'Easter

I have many hanging limbs and fallen trees that make my yard hazardous to my son. I approached the men doing tree work to see if they could move a tree that is blocking my way into to my shed. They said we are packing up leaving bc your landlord hasn't paid us a dime yet. I left a voicemail for my landlord. When he returned my call, he was angry and told me "not to be afraid to pick up a branch". The limbs in question are probably 20 feet long and about 40 feet off the ground. The tree was so heavy we could not move it. (we tried) He has a history of receiving services and not paying for them per my neighbors such as the stamped concrete and granite counters. In turn, he told me we are not being renewed bc the house looks terrible (his wife promised us a leaf clean up from the above mentioned tree guys and we just has 2 major storms). The allegations are untrue. We are fantastic tenants and keep a pristine home. He can not be referring to anything besides the leaves not being picked up yet. If I pay for the tree work to make the yard safe, can I deduct it from my rent? I smell a rat trying to keep my security deposit to pay for the treework personally.

I smell a rat too. Don't know the legal ramifications, but do take photos of the interior of the home, now and when you move. If he tries to keep the security deposit you can take him to small claims court. If you haven't had the work done for the trees yet, DON'T. You would not get your money back from the landlord, and if you deduct it from the rent he will likely take you to court. Instead, take photos, and let him know that you feel it is a liability and that you want to make him aware of how dangerous the situation is so he doesn't get sued. If you did have the work done,  have proof of payment for the tree guys, and any other costs that you incur as tenant that he should of covered. Good luck.

"can I deduct it from my rent?"   Pull up the landlord/tenant laws for New Jersey  and read the section on habitability.

In some states habitability is defined as heat, plumbing, electricity and does not relate to tree branches etc.    Therefore, it is prudent to check with the appropriate authorities in your area for guidance before you take action.

If the wife promised leaf pickup verbally but there is nothing in writing, then it is possible you are still responsible for leaf pickup.  

(Puzzled why the NJ landlord/tenant website uses a photo of San Francisco!)
