Yes, Freddie Mac Open Access is available if your servicer does not originate, or if they do originate and you want to look at other options.
If your Loan to Value is over 125%, you will have to apply after March 11th for the Open Access program. Up to 125% is available now at any Open Access lender.

I have the same problem. My lender is not participating in HARP and I have a Freddie Mac loan. Is it possible to apply for HARP with another lender?

If your loan is eligible for a HARP refinance it doesn't really matter who your lender is in most cases. BofA should be able to do it if anyone else can.
We'd really need more information to help you though. Have you done any research to see if your loan is eligible for a HARP refinance?
