My roommate won't pay rent - my landlord wants to evict him but not me - how does he do this?

This situation sounds rather odd from a lease/contract perspective.  Most leases (at least those written by a professional property manager) contain a clause about "joint and several liability" which means that you AND your roommate are both responsible for the entire rent payment if the other doesn't pay.
The lease is typically written between the landlord and ALL adults living in the home.  You can't selectively enforce lease terms against individuals in a lease and not enforce those same terms against the other individuals on the lease.
You and your roommate are in this boat together.
