NJ - Tenants paying Realtor Fees

I moved to NJ about a year ago and it baffles me that tenants are basically forced to pay the realtor fees on rental homes.  I have lived in several other states and this is the only area where this is prevalent.  Everywhere else across this great country, landlords pay their own marketing fees.  I dont understand why tenants in NJ are willing to pay this fee.  It appears to have gotten to the point of price fixing where its not even a negotiable point, either you pay it or you dont get the rental and that's illegal.  Why are so many tenants so willing to pay this?  Is it because that's what you are told is normal?  Do you try to negotiate this point?  If so, what response do you get in return?  Any insight is appreciated.

I was able to negotiate that the landlord pay half on my last rental.
