Neighborhood near Milpitas town center (Shapell townhomes)

We are considering buying a property here (1997 built townhomes), asking price over 700k, with abt $490/sf. Below are my Qs: 
1. Is it worth the asking price & does that leave any room for future appreciation (plan to live here for atleast 5-8 yrs)? The highest I have seen them go (from what I can online) is abt $695k during peak of 2007. 
2. How safe is the neighborhood? 
3. Any positive/negative impact of upcoming BART and new planned residential constructions near Montague/McCandless? 
4. How is Shapell homes quality/reputation as a builder? 
5. There are some power lines (not sure, if they are high frequency) running right behind the homes, over Berryessa creek trail. Any health issues to consider and/or ways to check its effect? 
6. How is the traffic going towards El Camino real via S Milpitas Blvd/Montague during normal work hrs? 

Any insights subjective/opinions/facts will help us greatly. Appreciate all your expert advice and comments. Thanks.

3. Typically valuation for houses near stations will increase due to transportation availability.
4. Shapell are decent homes and they are rated A+ on the BBB.
5. You can buy a meter to measure the magnetic field.
6. During peak hours, 237 can be quite messy.  The other option, is to take Montague which can be congested from time to time.  You can also take Tasman or Brokaw as alternatives.
