Non ag/ timberland market value increased 19K?

My structure value decreased $19.5k but non/ag timberland value increased by $19k. Resulting in a small tax increase. Is this fair? Seems like they r just trying to keep me in same tax bracket even with decrease in home value. Have homestead exemption but from what I understand the non/ag timberland is not applicable to this in Texas. Opinions welcome, protesting in am. Thx
