Honestly, I'd say it's unlikely.
Most of the "cheap" areas in Oakland, are cheap for a reason, and it's not because they are safe, clean and family friendly. There are some fantasitc areas in Oakland, but they command (and get) the fantastic prices.

Wow, lots of disinformation above.
Email me. There are condos in good areas, if you're willing to drive 3 or 4 miles for just over $200k.
Happy to assist. There are also condos in outstanding areas for $200k, that are underground listings just off of Santa Clara, there are even some neat TIC deals that are popping up that are not listed on MLS.
Not all of the Sub 200k listings are in horrible areas: Fact.
Let me know if you need help, I'm happy to assist.

We've been insuring clients all over Oakland this year. There was a lot more inventory <200,000 when this question was initially posted. I have clients who purchased near Mills College in this price range. Contacting a realtor who can provide you with "foreclosure watch" listing service will help you locate a home.

Do not buy in Oakland at this price point. It is entirely too dangerous there right now and in the forseeable future. This is a fact based on crime statistics you can easily verify yourself. And condos are also not a good investment when you factor in association fees, rental rates, delinquencies, and solvency issues.

+1 vote for unlikeliness. right now it looks like a small 2/1 in a decent neighborhood is going for 200-250k. That's already small to raise a family.

If you are a cash buyer, you might be able to find something in North Oakland and some parts of East Oakland like Fruitvale Area. Safety is relative and I suggest doing your due diligence and pulling crime reports on areas that you are interested in.
Good Luck!

No city is completely devoid of miscreants. And like anything else, the better a place is in terms of choices, safety and schools, the higher priced the properties will be.
It's a challenge to find something inexpensive AND good, but with the hlep of knowledgeable people, you should be able to find something
If you want to check out crime statistics, try the crime-mapping site.
And then check out the Academic Performance Index for Alameda County.
Good luck.
