The 8000 buyers credit is not a new piece of legislation, rather it amends portions of the previous 7500 legislation. To my knowledge there's no amendment that makes the 8000 buyers credit retroactive.

Yes, you'll have to repay. Only 2009 purchases don't have to repay.
